as in like a word document or a paint or something
All you have to do is go to a picture hosting site, like imageshack (http://www.imageshack.us). Click browse, then click on the file you want. Cick "Host it!"
Once the next screen comes up, click in the box "Hotlink for forums (1)". Then copy it.
Back on NSM, click Profile, then (on the left) click "Forum Profile Information". Scroll down and you'll see "Signature". Paste the code into the box, then click "Change Profile" at the bottom and that should do it.

well i edited a picture from a web site with a program and i wanted to use that pic for signature and a word document is short microsoft word document (using the wii to type something is hard!)

You could take a screenshot. Just press the prt scrn button next to F12 and go to MS Paint-> Edit->Paste. Crop the picture and your done
Or you can right click on it and go to Properties and copy the url and paste it here.
Then place the [img] codes on it.

Did it end with .jpg, .gif. bmp or any other image format?
it only makes a link pop up, then i decided it add in [img] to both sides and it still didn't do anything to mine. help...please...
You're supposed to put [/img] at the end of the link.

Are you talking about the upload/broswe thing in your sig?
First, create the image in Paint. Not Microsoft Word.
Save it to your Desktop.
With that done, go to http://imageshack.us.
Click "Browse" and find your image... it should be in your Desktop. :)
After that, click "Upload!".
Finally, copy the direct link to the image. Post the direct link to the image here, and we can help you further.
