1) Transposing makes every single note inaccurate from the original, so I should think not.

2) By all means, yes. Remember, even though it should be accurate, it's still an 'arrangement'. ;)

I agree with WiiMan96.  As long as making the chords sound more full doesn't make the song sound entirely different and you really really think they need to sound more full.
