Is there a way to make a tuplet so that two parts are quarter notes and one part is two eighth notes?

I mean two eighth notes in the place of one of the quarter notes. So two quarter notes and two eighth notes.

put in a quarter note and hit 9, that'll make it a triplet, put in the one quarter note and then switch to an eighth note and put those in if you can understand these instructions.
