Rocket Radio Tower Takeover/Team Rocket merge?

(Is this the right place to put this?) I just noticed that the arrangements for "Rocket Radio Tower Takeover" and "Team Rocket" in the Pokemon Gold/Silver section are nearly identical. Is there some way to merge them into one arrangement with one title?

Yes. The real question is, are the tracks differing in the game?

No. The composers took the Team Rocket theme and used it as the Radio Tower theme during Team Rocket's control of it. They are the same track.
