Could I arrange a duet for both piano and oboe? It's just that the piano is the accompaniment to the oboe and I really want to keep the mood in the arrangement.

Well, if you're really aiming to keep the mood, you should just arrange a small ensemble of the song you're interested in, since NSM accepts orchestral arrangements now. You can still keep the piano and oboe (or piano and drums, in JDMEK's case) in the arrangement; all you'd have to do is add a few more instruments so it can fall under the category of "small ensemble".
