I want to start a song nut I need to have some pickup notes before the first measure.

well, in the first measure, you could make it a measure of rest and then put the pickup notes at the end of the measure

In notepad, you have to do what pseudo said. If you have a higher version, you are given the choice of a pickup measure when you first set up the sheet.
