I think it's probably better if m3-4 are in Db major instead of C# major.

Hmm, it seems odd to me... since the tonic goes from C-C#-Eb, skipping D. Personally I would use Db major. Plus, less accidentals in the key signature is always nice.

mlf was explaining to me that he liked it better this way, using sharps to display the ascending motion. Since it is so short, I don't think it really matters. Plus it doesn't function tonally so. It could really be wither way.

No, there isn't. Though, the argument works the other way around too, you know (since it's so short and mostly the same thing transposed into other keys). Mlf said he prefers this method, but at this point I think that's all this is really up to: personal preference.
