First that's not an urban legend and second it's not entirely true. The reason why you see stars is because you don't have any contrasting light to stop you from seeing the stars, which is why on the pictures taken from the moon you can't see any stars because the moon reflects so much light you can's see them just like how everything seems darker when you have a flashlight directly pointing at you. Why isn't it always true? Pollution and clouds, they can block your view from the stars.
