How can i change the tempo?

1) You need Finale PrintMusic or higher.

2) Grab the Expressions tool and double click above where you want the tempo change. Then go to "Tempo Marks" on the side menu. Then click "Create Tempo mark..." There's a little drop down menu where you can select the note value you want etc.

Also, under the Playback options for the tempo mark you just created, make sure you tick "Match playback to tempo marking text" or whatever is there to make sure it plays back at the speed you want.

and where is it in finale 2009?

It's in the simple entry pallet but you can just select the note you want and press the period button on your keyboard twice.
