Hmm...not quite. It can be translated like that though in some occasions. Usually it's just an inclusion to female-names. Like Roz-chan. For male the corresponding term would be -kun, like winter-kun. 

My name's not Kekai, that would be too cool I guess. Gary would be pretty cool too, it could be my second name. Like Kekai Gary. But you can't have everything.
