Yes.  By emulating the system.  Not necessarily by having similar hardware.
Easy examples: 360 can play much lower end Xbox titles, PS3 could play lower end PS1/2 titles, lots of PC emulators, etc

Therefore, backwards compatibility doesn't mean the system will be at all similar.

Besides, if they didn't make it backward compatible, unless they came out with a LOT of decent games for it too, they wouldn't sell much.

Hey, the Wii was backwards compatible with the Gamecube, and they looked NOTHING alike.

GB/C games will be on the VC at some point, GBA inclusion is dubious.

If you know what's up you'll just get a flash cart with emulators though.
