If you arrange it from scratch, don't mention Dahans at all. If you take Dahans's arrangement and change it, put "Arranged by Dahans and Bubbles7689" (or whatever you want your name to be).

Well Im starting on a completely new sheet, not even using his version. Im debating whether or not to take the tempo, since its a fast 120. The only other inspiration I got was the basic melody and the key signature. Is that enough to still call it his?

Not at all; the tempo and key signature should be the same no matter which arrangement you're using. You're using the actual song, so you should take the tempo and key signature from there. The basic melody should also be apparent. I think it's safe to call it your arrangement.
