They're both totally correct, as long as you state that it's swing (sixteenths/eights respectively). Swing sixteenths is much less commonly used though.
I say you should use the second one (with eights), because that way you can assign swing eights and finale won't have any problems with the playback (to get swing sixteenths set up you'd have to be writing in a /8 time signature, which is kinda inappropriate. And besides, swing sixteenths in finale doesn't even work well.).
And if you go with that, may I suggest you put the tempo on the halfnote (88bpm), to get that slow beat feel the song gives off? Personally I think that'd be good. But just don't write it in alla breve, because then Finale tries to playback swing fourths, which is horrible.
wow.. writing this I realize Finale suck at playing swing..

The only thing left to complain about with LoopdeLoop is the difficulty, after you added those offbeats. I can't imagine anyone playing that lefthand-part perfectly in that tempo.
Wouldn't be to off of me to say that this song would be more appropriate as a duet instead, but whatever. There are songs on the site with crazier difficulty than this.

Do you mean how it goes D, F#A, then lower A? Because that's a fairly standard bass line that's not at all hard to master. The left hand in this song seems fine.
