Unless this is a community-wide issue it seems like you're in the minority here, in fact you're the only one complaining. The Updaters have always had, and will likely continue to have, full autonomy on the submissions process. They get to call the shots because they're the ones doing it.

Summary: you're both right and wrong. Shadowkirby: yes, it is seemingly unfair to the community to spam pm an updater and take advantage of their kindness to get extra sheet attention, but (like maestro said) it is ultimately up to the individual updater whether they spend their time on it. 
Waluigi and co: yes it is okay to pm updaters for help with stuff, just be considerate and understand that they could always be working on others' arrangements, so try to be reasonable and not dump 50+ things on their already full plate behind the scenes. Just because someone says they're willing to help doesn't mean that they couldn't have been doing literally anything else with their time.

Oh right, I'm the one representing Sebastian here. It wasn't really my idea to make a special DK64 update, but I willingly went along with the idea (because, you know... who would pass up an opportunity like this?). You might want to ask him about how much is being "forced" onto the Updaters.

If you have problems with the updating process or updaters, voice them in the proper thread or privately with the Updaters.

I dunno, I was just really in the mood for this or something lol. If I really want to do something I'll end up doing it at a rapid rate. Otherwise things will go rather slowly (or flat-out stop in some cases). If I had an average rate of sheet production, it would be very inaccurate to the speed I actually arrange.
