I'm guessing HP's not an option since you probably have no idea what you're EVs are... unless there's a dude that tells you what type it is like in DPPt? I just use my IVs to find it out so I ain't sure. Anyways, as for your Raikou's moveset...

Thunderbolt's a given, Shadow ball too for some nice coverage. You could also go with Calm Mind and/or Substitute, those moves are always useful. Otherwise Charge beam can also be good if you want more stab. Usually it's just one Electric move but since you probably don't have HP Ice/Grass/Fighting you could go with that.

So yeah, I'd go for something like
TBolt/Charge Beam/Shadow Ball/CM or Sub
or
Tbolt/Shadow Ball/CM/Sub

That would be HP Grass. Raikou's movepool lacks different typings so that's why we usually rely on it, but since you probably don't have it I don't think you can counter them.
