I think it's gonna be like the Spiky-Eared Pichu and it won't be able to evolve, so I'm pretty sure you can't slap an eviolite on it.

It can't use Eviolite. Which is dumb, since you can still use Eviolite on stuff like Male Combee and Level 100 Pidgey.
